According to the Beijing Municipal Bureau of City Administration and Law Enforcement, the low-quality coal sold by illegal vendors for winter heating is a major reason behind Beijing's air pollution, the Beijing Times reported.

Unqualified coal produces pollutants when burned that is harmful to people's respiratory systems. The administration has cracked down on more than 80 illegal vendors since last October. Most are street vendors who sell coal at low prices to residents who live on the fringes of the city, close to rural areas. The administration is cooperating with standard coal enterprises and residential communities to encourage the sale of good quality coal at lower prices.
