Political adviser Yan Wenhui thought if the rule of odd-and-even car plate number is helpful to see sustainable “APEC Blue” or “Parade Blue” skies, citizens are believed to support it. In recently years, Beijing had activated the rule of odd-and-even car plate number for several times, and had seen optimistic results in easing traffic congestion and air pollution.
But should it become a normalized rule, it brings troubles to citizen’s transportation especially in areas of less developed public transportation. Fewer subway stations, longer bus intervals and more transfers caused by distance result in the speedy and comfortable travel out of the question, thus hard for residents in these areas to quit driving.
Yan Wenhui suggested the rule of odd-and-even car plate number should be piloted in public transport well established areas or congestive commercial areas, such as areas within the fourth or three ring roads, particularly in commercial zones of International Trade Center and Financial Street. The rule can be also applied to heavy polluted areas rather than cleaner-aired and less-traffic suburban districts.
