He suggested the follow-up constructions should be conducted in accordance with their resource matching degree. Left-over large scale complexes, such as Silk Road and Zoo Market, have developed a commercial atmosphere by themselves, government should build admittance criterion according to local environment and resource conditions, as well as create an industry transition friendly and improved legal environment with policy, and support the recontrons with some resources.

He proposed that the Zoo Market should be changed into a technology platform where not only tech achievements can be traded with, but also R&D teams and industries can connect with one another. “This connection is scarce in the Internet era. We are short of big data platforms where more people can connect with one another.”

He thought the Silk Road could be transformed into Beijing’s tourism plaza, a place where non locals are guided where to go shopping. With supporting policies, for example, the market operators are not supposed to repeat their old days of selling petty commodities.

He was satisfied with the move-out work of the Zoo Market to date. The government was far from merely relocating the existing business to Hebei Province. It introduced management know-how and how it achieved a friendly market environment to the province too.
