Wei Aimin, a deputy to Beijing Municipal People’s Congress and a lawyer with Beijing Dangdai Law Firm, suggested that the school time in primary and middle schools in Beijing be extended from four o’clock pm to half past five pm, almost the same time as parents’ off duty time.

Wei pointed out two drawbacks of the present school time. First, it increases the burden on parents. Young parents have to refer to caregivers or after-class cram schools to take care of their children who leave school at four pm, which adds economic burden to the family. Second, it also brings more population to the already overcrowded capital.

According to Wei, Beijing should extend the school time in primary and secondary schools by one and a half hours to half past five pm. As for what the students do for the extended period of time, Wei proposed that schools organize students to work out and offer interest-oriented classes on music, art and poetry. In his opinion, schools can add more teachers and tutors according to the needs of students and their own after-school tutoring programs and raise the income of teachers for their extra work.
