During the big group discussion of the Fifth Session of the 12th CPPCC Beijing Committee held on January 16, 18 political advisors offered suggestions on “implementing population control with multiple measures”. Lin Keqing, standing Beijing municipal committee member of the Communist Party of China (CPC) and deputy mayor of Beijing, expressed that problems like the lack and uneven distribution of quality resources in the population control of Beijing can only be eased by the coordinated development in Beijing, Tianjin and Hebei region.

Under the backdrop of coordinated development of Beijing, Tianjin and Hebei, many political advisors suggested that Beijing strengthen the cooperation with Tianjin and Hebei and move some of its universities and research institutions to the other two areas. According to political advisor He Beiqi, population control doesn’t mean moving people away from Beijing only, and the policy should be carried out in a humane way. “People living in Beijing love the city and have made contributions to the development of the city,” he said. Lin Keqing mentioned that population control is an issue Beijing must deal with in a proper way.

Lin said that Beijing has a clear plan for population control following the principle of relocating the non-essential functions of the capital. “At present quality resources are in shortage and unevenly distributed in education and medical care sectors which I take charge of,” Lin said. The coordinated development of Beijing, Tianjin and Hebei is essential to Beijing’s population resettlement. “Meanwhile, we should also strengthen urban governance to make the city more livable,” Lin added.
