The third press conference of the Fifth Session of the 14th Beijing Municipal Congress was held on local draft laws and national fitness draft regulations in Beijing on January 18, 2017.
“As for square dancing, I’d like to ask in what condition square dancing lovers would incur public security penalties, and how to solve the contradiction between fitness rights and noise disturbing?” “Xiaofa”, a robot reporter of Legal Mirror asked in a lovely voice, which drew attention of all the audiences at the press conference.
Wang Delin, deputy director of the Legal Affairs Office of the Standing Committee of the Beijing Municipal People’s Congress, smiled, “The Constitution stipulates that citizens cannot violate others’ lawful right and interests when exercising individual rights. The square dancing lovers who disturb residents seriously shall receive security punishment in accordance with civil procedure law. Personally I suggest citizens should strengthen their self-discipline when exercising fitness rights.”
